    THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to make a single source award contract and is not a request for competitive proposals. The statutory authority for the use of other than full and open competition procedure for this procurement is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency’s requirements. DLA Energy intends to issue a four-year base, with three, five-year options firm fixed price single source award contract to Jet Epic LLC (Jet Epic), in accordance with 10 U.S.C. § 2304(c)(1), Only One Responsible Source. The contract will provide services with the capability to receive via a commercial pipeline system, store, protect, additive, as required, and ship via a pipeline connection to Hollman, Airforce Base and tank trucks. Storage (fill capacity) of 120,000 barrels (BBLS) of Aviation Turbine Fuel, Commercial grade Jet A. All responsible sources may submit a capability statement demonstrating the ability to provide the requested service, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice of intent to sole source on or before December 19, 2025 at 9:00 am Local Time Ft, Belvoir, VA. by sending an email to Claude.Johnson@dla.mil. Telephone submissions will not be considered. The North American Industry Classification System (NAICS) code for this service requirement is 493190 with a size standard of $36.5 million. Background: Jet Epic LLC provides contract services for the receipt and distribution of aviation fuel at Alamogordo, New Mexico. Currently, the company receives Government-owned Aviation Fuel (Commercial grade Jet A) via a contractor-furnished pipeline system. This arrangement involves the unloading of fuel and its subsequent handling within Jet Epic LLC's facilities. The Government intends to award a follow-on contract for these services at Alamogordo, New Mexico, scheduled for Fiscal Year 2026 (FY26).
