NOTICE OF INTENT TO SOLE SOURCE - GLOBAL MARITIME INTELLIGENCE, SATELLITE DATA, AND SUPPORT SERVICES

The Department of Homeland Security, Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Irving, TX 75063, hereby gives notice of their intent to solicit and award a sole source contract. This action is being taken under the authority of Simplified Procedures for Commercial Items, 41 U.S.C. 1901 as implemented by FAR 13.501.

The Department of Homeland Security (DHS), Homeland Security Investigations (HSI), Security Investigations (HSI), Headquarters Division 2, National Targeting Center- Investigations (NTC-I) Unit/National Initiative for Illicit Trade Enforcement (NIITE), and DHS Joint Task Force-Maritime (JTF-M) requires agency user licenses to a Global Maritime Intelligence, Satellite Data, and Support Services.

The only known vendor who can provide the required Global Maritime Intelligence, Satellite Data, and Support Services required via licenses to the Kpler Platform is Thomson Reuters Special Services (TRSS), 1410 Spring Hill Rd, McLean, VA 22102. Kpler and TRSS have an exclusivity agreement for these services; as such, Kpler has no other authorized resellers or distributors. TRSS’s Unique Entity Identification (UEI) number is X2YBWXNFGC45. The total estimated contract value for the proposed action is $3,561,250.00 and consists of a 12-month base period with one, 12-month option period. NAICS code for this requirement is 541519 which has a small business size standard of $34M. PSC is 7A21.

The government intends to post the approved sole source justification on www.SAM.gov pursuant to FAR 6.305 within 14 calendar days of award.

A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
