NOTICE OF INTENT TO SOLE SOURCE - GOVERNOR COMMISSIONING

In accordance with FAR 13.501(a), Sole source (including brand name acquisitions), U.S. Army Corps of Engineers (USACE), Walla Walla District (NWW), intends to award on a Sole Source basis to Emerson Process Management Power & Water Solutions, Inc., 200 Beta Dr, Pittsburgh, Pennsylvania 15238, for governor system upgrades. 

USACE NWW powerhouses' existing governors were designed and installed by American Governor Company (AGC), which was acquired by Emerson Process Management Power & Water Solutions, Inc. in 2020. NWW is requesting services to make the following changes to AGC governors: update programming and Human-Machine Interface (HMI) displays, and provide commissioning, training, Operations and Maintenance (O&M) Manuals, and Computer-Aided Design (CAD) drawings.

Only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and requests for such a document will not be honored. No award will be made on the basis of offers received in response to this notice.

Interested parties may identify their interest and capability in writing to callie.rietfors@usace.army.mil no later than 10:00 AM PST on November 21, 2025. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
