NOTICE OF INTENT TO SOLE SOURCE HAZARDOUS WASTE REMOVAL

The USPFO for Nevada to award a firm-fixed price contract on a sole source basis to GrayMar Environmental Services, Inc (Cage: 90QE5). The statutory authority which permits other than full and open competition for this acquisition is 10 U.S.C. § 3204(a)(5), as implemented by legacy FAR 13.106-3(b)(3)(i) or RFO FAR 13.101(b). Therefore, a Request for Quotation (RFQ) solicitation from a single source will be issued to GrayMar Environmental Services, Inc. to provide removal of hazardous waste for the Nevada Air National Guard (NVANG). This acquisition is not expected to exceed the simplified acquisition threshold; therefore, this shall be total small business set-aside.

GrayMar Environmental Services, Inc., is the only northern Nevada state certified waste management company that responded that it may fulfill this urgent and compelling requirement of transporting and disposing of hazardous waste. The services required involve the removal of hexavalent chromium, which is classified as toxic and carcinogenic under EPA and OSHA. The removal of this hazardous waste requires highly specialized professionals who are trained in specific equipment and knowledgeable in maintaining regulatory compliance. The scope of this requirement is beyond the capabilities of those in basic waste management.

The designated North American Industry Classification System (NAICS) Code is 562910, Environmental Remediation Services, with a size standard of 1000 employees.  Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.  Responsible parties who believe they can responsibly meet the requirements are invited to submit in writing a complete information describing their ability to provide the product/services no later than 1000 AM Pacific Daylight Time, 18 March 2026.
