    The United States Property and Fiscal Office for Arkansas (USPFO-AR), Purchasing and Contracting Division, intends to award a Sole – Source contract under the authority 41 U.S.C1901 FAR 13.106-1(b)(1) to HFACS INC. Cage Code 5SF71 118 Lazy Willow Court, Williamston SC 29697-9776. Small Business Veteran owned. The objective of this requirement is to provide specialized human factors training and services. Our mission goal requirement is to help ARARNG (Arkansas Army National Guard) improve human performance and safety among their workforce using the scientifically validated Human Factors Analysis and Classification System (HFACS) and Human Factors Intervention Matrix (HFIX). NAICS Code 541618 and PSC R408 HFACS Inc. is the only company that provides certified training for the HFACS course. HFACS is a proprietary method taught by Dr. Wiegmann and Dr. Shappell of HFACS, Inc. HFACS is one of the required courses to complete the Certified Accident Investigation Program (CAIP) per NG Supplement 1 to AR 385-10. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this Notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contrast based on responses to this notice is Soley within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledge of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
