The Department of Homeland Security (DHS), United States Coast Guard (USCG), Acquisition Directorate (CG-9143), at the Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) intends to award on a sole-source basis, a contract to lnCadence Strategic Solutions LLC, 10432 Balls Ford RD STE 240, Manassas, Virginia 20109-2516 for a five-year ordering period. The USCG intends to procure approximately 450 additional Biometrics at Sea System (BASS) 2.0 (JavelinXL) devices with the Ares Gateway and software (pre-installed on the devices) via the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with the original equipment manufacturer, lnCadence Strategic Solutions, LLC. Additionally, the USCG intends to procure services to deploy new devices, sustain the software on all devices, including 160 JavelinXL devices currently fielded within the USCG, and to perform hardware repairs on devices that cannot be repaired by internal USCG technicians. This action will also include the replacement of approximately 250 cell phones which are interconnected with the current fielded JavelinXL devices as they reach the end of life. lnCadence Strategic Solutions LLC is the only authorized distributor of the JavelinXL devices, Ares Gateway, and Ares software in the U.S. and is the only source that possesses the proprietary rights to this equipment and has the sole ability to service the associated software. Any response to this notice must show clear and convincing evidence that competition for this requirement would be advantageous to the Government. Interested parties may submit capability statements and rationale by June 2, 2025, 12:00 P.M., Eastern Daylight Time (EDT) to Marc.A.Massey@uscg.mil and Annalice.K.Mollica@uscg.mil. If no affirmative written response is received, it is anticipated that the award will be made without further notice. The written response must include a general statement for services mentioned in this announcement and past performance information for similar work. In addition, interested contractors must provide proof that they possess the capability to perform services on lnCadence Strategic Solutions LLC proprietary systems/equipment. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Oral communications are not acceptable in response to this notice.
