    Description

    THIS SYNOPSIS IS FOR INFORMATION PURPOSES ONLY IAW FAR 5.2. The Marine Corps Systems Command (MARCORSYSCOM), Program Manager, Tactical Communications and Electromagnetic Warfare Systems, intends to award an indefinite-delivery indefinite-quantity (IDIQ) contract on a sole-source basis to L3Harris Technologies, Inc., 1680 University Ave, Rochester, New York 14610 (CAGE Code: 14304). The statutory authority permitting use of other than full and open competition is 10 United States Code § 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by the Federal Acquisition Regulation (FAR), subsection 6.302-1.

    This effort is estimated for award in the third quarter of Fiscal Year 2026 and will consist of ordering periods spanning a total of 60 months. The anticipated contract is for additional Marine Corp Wideband Satellite Communications-Expeditionary (MCWS-X) systems and related kits, spares, services, enhancements, and training. MCWS-X is a multiband (X, Ku, Ka) Super High Frequency, multi-waveform satellite communications (SATCOM) terminal capable of being transported by one Marine and being set-up by one Marine in under 15 minutes. The MCWS-X performance specification threshold throughput rate is up to at least 2 Megabits per second (Mbps) and, objectively, up to 10 Mbps, and utilizes waveforms that are backward compatible with legacy Marine Corps SATCOM systems via Geostationary Earth Orbit (GEO) satellites, and Department of Defense Enterprise SATCOM Gateways, and forward compatible with future upgrades planned to implement the Protected Tactical Waveform (PTW) and function via Medium Earth Orbit (MEO) satellite constellations. Since this requirement will be awarded as an IDIQ contract, the specific quantity, destination information, and delivery schedule will be defined at the time that the task or delivery orders are placed.  

    This notice is not a request for competitive proposals.  Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The capability statement must conclusively demonstrate that you possess the necessary intellectual property (and rights therein) to be able to maintain and sustain L3Harris Panther II systems and develop and execute engineering change proposals for their modification, and the statement must be received by MARCORSYCOM within 5 calendar days after the date of the publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the USG not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the USG. All submissions become USG property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in responding to this notice of intent.
