This is a non-personal services purchase order to provide repairs to Crane Barge Hendricks located at the Pine Bluff Marine Terminal in Pine Bluff, Arkansas.This action will be conducted under the authority of Revolutionary FAR Overhaul (RFO) 12.102(a) - Soliciting from a single source for acquiring commercial services. The Government intends to solicit and negotiate with only one source based on the following rationale:The existing CS4000 fire detection system is a proprietary product of Consilium Safety Group, the Original Equipment Manufacturer (OEM). The system requires specialized, proprietary software, diagnostic tools, and parts for service and maintenance. Consilium is the only company that employs technicians certified to work on this equipment and its successor platforms.The planned upgrade to the new Consilium system is also a proprietary solution. An upgrade performed by the OEM is the only way to ensure proper integration, functionality, and compliance with safety regulations. A third-party vendor would not have access to the proprietary hardware, software, or the training necessary to safely and effectively perform the upgrade. Attempting to use an unauthorized vendor would void any warranty and introduce unacceptable risks to this critical life-safety system. Therefore, Consilium Safety Group is the only source capable of providing the required supplies and services.This notice of intent is not a request for competitive quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.Responses must be submitted via email to Deborah.Oswalt@usace.army.mil no later than 10:00 a.m. CDT on Tuesday, 14 July, 2026.
