NOTICE OF INTENT TO SOLE SOURCE - MONACO D-21 SYSTEM UPGRADE

The 35th Contracting Office at Misawa Air Base, Japan intends to award a sole source contract under the authority of FAR 13.501(a) and DAFFARS 5313.501 - 10 U.S.C. 3572, the Simplified Acquisition Procedures (41 U.S.C. 1901). The associated NAICS code for this is 334290.

The sole-source contract will be awarded to: MONACO ENTERPRISES, INC., (here by the proposed vendor) 14820 E Sprague Ave Spokane Valley, Washington 99216-2149, United States CAGE Code: 32609

The proposed vendor is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and services currently in use at Misawa AB, Japan and were the one to install the D-21 system in 2020 per the FA520520F0075 award. These systems are primarily comprised of proprietary software developed by the proposed vendor and their licensed vendors, which is then licensed directly to the end users at Misawa AB.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 9:00 a.m. Japanese Standard Time, Wednesday, June 4th, 2025. Information received in response to this notice must clearly demonstrate the capability of meeting the Governments need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. Responses to this notice are to be sent to jerick.caldwell.2@us.af.mil. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
