This is a notice of intent to award a sole source contract, with IQ Solutions, Inc., in order to continue its performance on the NIDA Web Support Center, which provides website maintenance, limited development/enhancement, web security, 508c and other compliance tasks necessary to maintain the National Institute on Drug Abuse (NIDA) website which adheres to the Federal Information Security Management Act and Section 508 of the Rehabilitation Act while NIH undergoes web centralization activities. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, IQ Solutions Inc. has been deemed to be the only available source in the case of a follow-on contract for the continued maintenance of the Website and Amazon Cloud Compute Services as well the revisions and finalization of system documentation, including major components thereof, when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays in fulfilling the agency’s requirements.

This notice is being published by NIH/NIDA in accordance with Federal Acquisition Regulation (FAR) 5.201. The statutory authority for this sole source modification is FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within 10 days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely at the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIDA will not be responsible for any costs incurred by interested parties responding to this notice.
