NOTICE OF INTENT TO SOLE SOURCE-PHYSICIAN ASSISTANT EDUCATION ASSOCIATION

The Health Readiness Contracting Office (HRCO), Joint Base San Antonio,

Fort Sam Houston, TX intends to award a purchase order on a sole source basis to PAEA Assessment. 655 K ST NW Ste 700, Washington, DC 20001, utilizing the authority of FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements under the authority of 10 U.S.C. 3204 (c)(1). 

The United States Army Medical Center of Excellence (MEDCoE) is a program with training facilities equipped to provide and support the U.S. Army Military Graduate Program at the U.S. Army Medical Center of Excellence (MEDCoE). The programs course length are specifically outlined in this PWS. The primary site is Fort Sam Houston training and support to support the Physician Assistant Education Association’s (PAEA) Student Exam Bundle. The PAEA Bundle is a package of standardized exams and related assessment tools. It includes the Physician Assistant Clinical Knowledge Rating and Assessment Tool (PACKRAT), End of Rotation Exams, and End of Curriculum Exams.

The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
