NOTICE OF INTENT TO SOLE SOURCE - R.S. MEANS ONLINE (RSMO) TRAINING FY25

Naval Facilities Engineering Systems Command (NAVFAC) Atlantic intends to sole source a contract to R.S. Means Company, LLC, a large business, for the commercial purchase of R.S. Means Online Training. The contractor will provide training for R.S. Means (RSMO) web-based cost database and estimating application. The RSMO training course covers the skills for creating a cost estimate in RSMO which includes: searching the cost data, setting preferences for cost data, customizing cost data, and creating reports. The training will consist of 16 classes (50 students per class). The period of performance for this requirement will be for one-year, from the award date of the contract. Only one responsible source is able to provide the type of service that will satisfy the agency requirements. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and this is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact Rebecca Douglas, rebecca.v.douglas.civ@us.navy.mil. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by 2:00 PM ET, 19 August 2025, the contract will be awarded without further notice. The North American Industry Classification System Code (NAICS) is 611420, Computer Training, and the SBA size standard is $16 million.
