    The purpose of this synopsis is to announce the Phoenix Area-Indian Health Service’s intent to award a firm fixed-price contract on a sole source basis with La Paz Regional Hospital Laboratory; to provide Reference Laboratory Testing for the IHS Parker Indian Health Center in Parker, Arizona. This procurement is conducted pursuant to the authority of FAR 13.501(a). Only one (1) source [La Paz Regional Hospital] is capable to fulfill the Government’s requirement for Emergent (STAT) Laboratory Testing for emergency and inpatient departments at the IHS Parker Indian Health Center and can provide the testing needed and report results with an emergent turn-around-time of result reporting (within 1 hour of specimen collection if not sooner) as required. This sole source is also able to provide transfusion compatibility testing for blood and/or blood products on an as needed and if necessary emergency basis. As blood products expire within 30 minutes of leaving blood bank monitored refrigeration if transfusion has not begun, the blood and/or blood products must be acquired within a 15 to 20 minute radius of the IHS Parker Indian Health Center. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of providing the testing services and meeting the testing requirements described herein may identify themselves and provide evidence of their capability to fulfill the requirement by 3:30 PM MDT on Tuesday, May 20, 2025. Responses must be submitted via email and received by the Contract Specialist, Kenneth Nicholson at Kenneth.Nicholson@ihs.gov, no later than the time and date specified above. Telephone responses and requests will not be received. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
