The current contract GS-33F-001HA, Order 36C10X20F0068 was awarded to BGRS Relocation, Inc. on 20 September 2020. The current Period of Performance ends on 19 September 2025. The VA intends to negotiate a sole-source task order with BGRS Relocation, Inc. (BGRS)(SAM UEI: ELMJG6KLSMH5) for Relocation Services. This effort is being conducted under the authority of the Multiple Award Schedule (MAS) Program. The proposed effort will be awarded under the General Services Administration (GSA) Federal Supply Schedule (FSS) GS-33F-001HA to BGRS Relocation, Inc. 1100 Connecticut Ave. NW STE 900, Washington, DC 20036. The purpose of the proposed FSS task order is to provide continuation of relocation services for up to 18 months.
The current services includes home marketing assistance (working with real estate agents, providing real estate advice, developing a home marketing strategy, recommending repairs/improvements and assisting with the negotiation of a third-party offer); home sale
services (home marketing, appraised value/amended value offers, buyer value option programs), destination services; property management services; move management services (if exercised) and other related services (reports, communications, program
materials). Relocation services are provided in accordance with VA policy and are critical to supporting staff mobility across the agency.
The proposed task order will have a base Period of Performance (PoP) of six months with two (2) 6-month option periods. The anticipated PoP for the base period is September 20, 2025 through March 20, 2026. Ultimately, if all options are exercised, the PoP will end on March 20, 2027.
The statutory authority permitting an exception to fair opportunity is 41 U.S.C. § 4106(c)(3) as implemented by FAR 8.405-6(a)(1)(C). In the interest of economy and efficiency, the work is a logical follow-on to an original FSS order which was placed in accordance with the applicable FSS ordering procedures.
A logical follow-on is required to continue services at current levels, while the agency conducts the industry day, determines the best approach, finalizes the scope increase as affected by Return to Office, and overcomes program officials learning curve. Another 18 months will result in the best value to the Government through a recompete considering all variables, and will allow for the necessary transition period.
An official Justification and Approval will be posted via Sam.gov upon award of the modification.
