NOTICE OF INTENT TO SOLE SOURCE RESEARCH DEVELOPMENT

The Bureau of Engraving and Printing’s (BEP) Office of the Chief Procurement Officer, on behalf of its Office of Technology Development (OTD), Security Features Division (SFD), intends to award a sole source, Firm Fixed Price, four-year Indefinite Delivery Vehicle (IDV) contract for research and development (R&D) services and materials to support the advancement of proprietary security technologies for potential use in U.S. currency. These efforts include the continued development, refinement, and industrialization of covert security features, associated sensing systems, and supporting production materials. The intended contractor for this acquisition is STA Technologies, Inc. The Government has prepared a sole source justification in accordance with FAR 6.303. The North American Industry Classification System (NAICS) code is 541715 and the PSC code is AJ12.

This notice of intent is not a request for competitive proposals. Any interested party that believes it can meet the BEP’s requirement for this acquisition, described herein, may identify themselves and provide evidence of their capability to fulfill the requirement. All responses submitted via email to Kevin Ibershoff at Kevin.Ibershoff@bep.gov and Falcon Albino at Falcon.Albino@bep.gov by July 30, 2025, will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the item outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
