    THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
    The United States Marshals Service (USMS), Prisoner Operations Division, intends to award a sole source contract under the authority of FAR 13.501(a)(1)(ii)—Commercial Item Test Program—for the procurement of prisoner transportation services for the District of Alaska.
    This procurement will result in the award of a Time-and-Materials (T&M) contract to:
    Alaska State Troopers
    5700 East Tudor Road
    Anchorage, AK 99507
    The North American Industry Classification System code for this requirement is 561612 – Security Guard and Patrol Services, and the Product Service Code is V127 – Transportation/Travel/Relocation-Transportation: Security Vehicle.
    The purpose of the proposed sole source contract action is to acquire secure prisoner transportation support service for the District of Alaska.
    The transportation support services require armed transportation officers and appropriate vehicles to transport federal detainees between detention facilities and courthouses in Anchorage and optionally Fairbanks and Juneau. Services must be available at short notice and are expected to occur Monday through Friday during regular court hours. Vehicles shall be contractor-owned, and the contractor must have an existing operational presence in all three locations.
    This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a capability statement. The capability statement must be submitted in writing and must contain clear and convincing evidence that competition to this requirement would be advantageous to the Government.
    Responsible sources that believe that they can perform these services in their entirety must submit a written notification of interest and capability statement by 5:00 p.m. Eastern Daylight Time, October 10, 2025, which will be considered by the agency.
    If parties choose to respond, any costs associated with preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: arness.harris@usdoj.gov
