NOTICE OF INTENT TO SOLE SOURCE - STONE AIRCRAFT MAINTENANCE SOLUTIONS - RAMSTEIN AB

The 764th Enterprise Sourcing Squadron, Ramstein AB, Germany intends to award a sole source purchase order for ATOS/Ranger System. This system will be used for tool ordering for the 86th Aerospace Ground Equipment Units (Ramstein AB) as well as four other USAFE locations. This system will utilize mobile devices and applications to turn these processes digital, allowing maintainers to order tools ahead of time, request and prioritize equipment delivery while clearing radio channels, and creating digital logs for all transactions.

This proposed contract action is for products/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1)(i). Interested parties may submit clear and convincing evidence to support their ability to fully meet the requirement to the individual(s) identified below no later than August 25, 2025 at 4:00 PM Central European Time (CET). This notice of intent is NOT a request for competitive proposals; however, any interested companies that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement with commercial items after the date of publication of this synopsis will potentially be considered by the Government for future solicitations.

The Government does not anticipate receiving responses to this notice. If parties choose to respond, any costs associated with the preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to Stone Maintenance Solutions LLC. Market research was conducted and it was determined that due to the potential developmental timelines that it would hinder mission criticality within the European theatre which in turn hinders U.S. National Security.
