NOTICE OF INTENT TO SOLE SOURCE- TITLE SEARCH SERVICES FOR MWRD AND LEWIS PROPERTIES

In compliance with FAR Subpart 13.106-1(b) & 13.501(a) (1)(i) coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:

The Chicago District intends to award a sole source contract to Wheatland Title Company (CAGE: 5VM02). This requirement is for the following:

The contractor shall perform title services, collect and update title evidence, issue title insurance policies, for the acquisition of real property consisting of 11 parcels of land located in Will County, Illinois impacted by the Chicago Sanitary and Ship Canal Dispersal Barriers Project as further outlined in the table below. This is to ensure that the United States of America is vested with at least the minimum required interests in the lands necessary to support dispersal barrier construction, operations and maintenance as approved in the Chicago Sanitary and Ship Canal Dispersal Barriers Project Real Estate Plan Supplement 2 and additional acquisitions to be approved in subsequent supplemental real estate plans for this project.

The Government intends to negotiate solely with Wheatland Title Company under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government’s needs. FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, apply. The North American Industrial Classification System (NAICS) Code will be 541191, the size standard will be $19,500,000.00 and the Product Service Code (PSC) will be R499.

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm’s ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
