NOTICE OF INTENT TO SOLE SOURCE TO EATON ELECTRICAL SERVICES AND SYSTEMS

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS.

The U.S. Embassy in Vientiane intends to award a firm-fixed-price contract to Eaton Electrical Services and Systems, Power Systems Controls Group-Power Systems Controls Group . 

Eaton will provide factory certified technical support and proprietary components and software necessary to correct and repair two electrical switchgear PLC systems.  This will include all labor and equipment necessary for the replacement of components and servicing of Eaton manufactured switchgears.

Eaton is the only vendor that can provide the technical support and preprogrammed components using Eaton certified material and software.  The software present in post’s PLC systems is proprietary and is only held by Eaton.  

This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.

Interested parties may identify their capability to respond to this requirement to vientianeprocurement@state.gov.  This notice of intent to sole source is not a request for competitive proposals/quotations.  The government will consider responses by 12:00 ET September 8, 2025.  A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
