NOTICE OF INTENT TO SOLE SOURCE UPDATED/REPLACEMENT CEILING SYSTEM, INTERIOR LIGHT FIXTURES AND HVAC DIFFUSERS

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). AN RFQ OR RFP WILL NOT BE ISSUED AND QUOTES OR PROPOSALS WILL NOT BE REQUESTED OR ACCEPTED.
The U.S. Department of State intends to award a modification to an already competitively awarded task order which was awarded under a multiple award indefinite-delivery contract to Greenway Enterprises, Incorporated LLC, a small business operating out of Helena, MT. This modification will allow the company to resume a currently suspended construction project in Yerevan, Armenia that was put on hold (i.e. suspended in August 2024) due to new security protocols now required that were not required when the task order was originally competed and awarded. As a result of these changes, the Department of State will negotiate a modification to the already competed task order which will allow Greenway to modify their already completed design for this project incorporating the new security protocols which will allow them to finish this construction project. The Rough Order of Magnitude for this modification is expected to exceed the simplified acquisition threshold.

Due to the sensitive nature of the changes, no telephone or email inquiries will be accepted. No statement of work will be posted.
This action is to be undertaken in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements (i.e. (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development….. thereof, when it is likely that award to any other source would result in-
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition;..)

The North American Industry Classification System (NAICS) for this requirement is 236220. The PSC code is R425. The resulting modification will be a firm fixed price. The determination not to compete this proposed change to an already competed contractual action is solely within the discretion of the Government. The Government will not be responsible for any costs for returning anything sent to it by parties reviewing this this notice.
