NOTICE OF INTENT TO SOLE SOURCE WITH KANREN INC.

This is a Notice of Intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304{c) (1) as prescribed by FAR 13.106-l(b). Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a sole source, firm fixed price award to KanREN, Inc, Lawrence, KS 66047-1620, to provide 1Gb bandwidth Access Circuit (transport layer), Internet2 Access and Network Support for the ArmyU Ft. Leavenworth Campus. Contractor will provide IPv4 and IPv6 addressing, DNS hosting, Video and Voice QoS, Point to Point Circuit Emulation (VLL) capability, BHR and ACLbased Distributed/Denial of Service (DDoS/DoS) at Fort Leavenworth, KS.  

The NAICS code for this requirement 517111 – Wired Telecommunications Carriers (Size Standard 1,500 employees). This notice of intent is not a request for competitive proposals; however, all quotations/responses received within thirty (30) days of the issuance of this notice will be considered by the government.

Interested parties may identify their capability showing how their capability can provide the same or similar results and similar results may be considered; however, vendor response shall clearly demonstrate how an alternative provides the same outcome through a detailed explanation.

Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement.
