NOTICE OF INTENT TO SOLE SOURCE

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Officer of Acquisition Management (OAQ), on behalf of Homeland Security Investigations (HSI), Cyber and Operational Technology (COT) intends to solicit from a single source under the authority of FAR 6.302-1 to Clearview AI, Inc. for facial recognition software. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available based on the capabilities and proprietary nature of the contractor. The period of performance for this requirement is one 12-month base period, and three, 12-month option periods.

This is NOT a request for competitive quotes. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Marketing brochures and/or generic company literature will not be considered.
