This is a notice of intent to award a sole source services contract. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to award a firm fixed price contract for the operation and management of a cafeteria-style food service at Naval Hospital Guam per the procedures in Federal Acquisition Regulation FAR 13.5, which permits acquisitions from a single source (cited below) when it is determined that only one source is reasonably available to meet the agency’s requirements.:

Performance Period – 1 January through 30 June 2026
Global Food Services LLC shall provide labor, management, supervision, tools, materials, and equipment necessary to serve nutritious meals (regular and therapeutic diet) utilizing varied menus for patients, hospital staff and eligible personnel in the Naval Hospital Guam Galley (dining room). Services include but are not limited to obtaining food and related supplies, meal planning and preparation, cafeteria setup, meal services (including take out services), cash and credit collection and handling, cleaning of equipment, and maintaining proper sanitation of the dining facility. The contractor shall also conduct emergency planning, preparation, and recovery operations during natural and man-made disasters.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
However, all responsible sources may submit a quotation/offer, which shall be considered by the agency if received by 5:00pm, Pacific Standard Time, on December 8th, 2025.
