NOTICE OF INTENT TO SOLE SOURCES MARCH AIR RESERVE BASE BUILDING 1203 HVAC AND WATERLINE MODIFICATION

U.S. Army Corps of Engineers, Louisville District intends to award a sole source Firm-Fixed Price Modification to Burns & McDonnell Engineers Company, Inc. under task orderW912QR22F0202- Design for Alterations to Building 1203 at March Air Reserve Base, California. 

This is a written notice to inform the public of the Government's intent to award on a sole source basis pursuant to Federal Acquisition Regulation FAR 16.505(b)(2)(i)(C). This work is considered out of scope because it involves a quantity of additional cost greater than what was originally scoped in the base task order. This out of scope modification will be issued on a sole source basis. 

U.S. Army Corps of Engineers, Louisville District intends to award a sole source Firm-Fixed Price Modification to Burns & McDonnell Engineers Company, Inc. This requirement is for the replacement of an Air Handling Unit 02 (AHU-02} and replacement of approximately 100-ft of the exisitng waterline and installation of a new Post-Indicator Valve (PIV) that will be incorporated into the design scope of work. This design effort will include load calculations, equipment site layout plans, equipment schedules/specs, HVAC controls design, electrical power design, lighting design in the mechanical room to accommodate new ductwork, and BIM coordination.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested firms may submit information that indicates their ability to satisfy this requirement. All responsible sources may submit a response which if timely received, will be considered by the Agency. 

The North American Industry Classification System (NAICS) for this requirement is 541310. 

Any capability statements, proposals, or quotations must be submitted to Ethan Phillips via email at ethan.s.phillips@usace.army.mil no later than 04:00 PM Eastern Time (ET), 23 April 2026. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
