    Description

    Synopsis

    The U.S. Department of State, U.S. Embassy Singapore, intends to award a sole source purchase order to the East-West Center, Washington, DC, for the research, drafting, design, printing, and digital hosting of a U.S.–Singapore Relations Booklet as part of the Asia Matters to America/America Matters to Asia series.

    The East-West Center is the sole producer and administrator of the Asia Matters to America/America Matters to Asia series and the accompanying website, AsiaMattersforAmerica.org, which is the exclusive platform for hosting and disseminating these publications. Other U.S. Missions (Japan, Korea, Australia, ASEAN) have previously contributed to this series through grants and procurements, ensuring a standardized format, broad visibility, and comparability across U.S. Government-supported publications.

    Scope of Work

    The required services include:

    •    Comprehensive research and data collection across eight thematic areas.

    •    Drafting of the manuscript and creation of infographics.

    •    Layout and formatting for print and digital versions (up to two content revisions and two layout revisions).

    •    Printing of 4,000 full-color copies, to be delivered in Singapore by June 2026.

    •    Publication and hosting of the digital version on AsiaMattersforAmerica.org for a minimum of 12 months.

    The estimated value of this requirement is $60,000. The anticipated period of performance is October 2025 – June 2026.

    Justification

    This procurement will be made on a sole source basis under the authority of FAR 13.106-1, as the East-West Center is the only organization with the legal and administrative authority to produce publications within the Asia Matters to America/America Matters to Asia series and host them on the AsiaMattersforAmerica.org platform.

    Award to any other source would result in duplication of cost, loss of standardization, diminished visibility, and significant delays that would prevent the U.S. Embassy Singapore from meeting its public diplomacy objectives.

    Responses

    THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may submit a capability statement demonstrating their ability to fulfill this requirement.

    Responses shall be submitted via email to sgprocurementrfq@state.gov with the subject line: “Response to Notice of Intent – U.S.–Singapore Relations Booklet.”

    Responses must be received no later than 17:00 PM Eastern on August 29, 2025.

    The Government will review all responses received. If no responses are received that meet the requirements, a sole source contract will be awarded to the East-West Center.
