The Space Rapid Capabilities Office (SpRCO) intends to issue a firm-fixed-price, sole-source purchase order to HVF Precious Metals (CAGE Code: 49057).
This acquisition will be conducted in accordance with the procedures established by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. The basis for this sole-source determination aligns with the rationale of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
The Department of the Air Force requires the disposal of sensitive Information Technology (IT) equipment through facilities approved by the Air Force Office of Special Investigations (AFOSI). Market research has concluded that HVF Precious Metals is the only responsible source capable of meeting the government’s requirements, as they operate the nearest AFOSI-approved facility to Kirtland Air Force Base, NM. This proximity is critical for enabling government personnel to escort and witness the entire destruction process, a mandatory security requirement.
This notice of intent is published for informational purposes only. It is NOT a request for competitive proposals, and no solicitation document will be posted for this requirement. No contract award will be made on the basis of quotes or proposals received in response to this notice.
Interested sources who believe they can meet the full requirements may submit a capability statement to the Points of Contact listed above. The capability statement must provide clear and convincing evidence that the source possesses the requisite AFOSI facility approval and can meet all other government requirements. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored.
A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 8:00 AM MDT, 06 April 2026.
