APPLICABILITY OF AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is the Federal Acquisition Regulation (FAR), the Revolutionary FAR Overhaul (RFO), and the Department of the Air Force FAR Supplement (DAFFARS) FAR 12.102(a) that justifies limiting the source if the contracting officer determines the circumstances of the contract action deem only one source reasonably available. The attached Sole Source Justifications outline the Contracting Officer's justification and reasoning to award a Sole Source award to Monaco Enterprises, Inc. This is a Sole Source Justification supporting the acquisition of Monaco Fire Alarm upgrades for Ellsworth AFB, SD.
