NOTICE OF SOLE SOURCE

Marine Corps Field Contracting System, Marine Corps Installation East (MCIEAST) Contracting Office, Camp Lejeune, NC hereby gives notice of intent to award a sole source contract to Soaring Software Solutions, INC. located at 110 W Airport HWY STE 1 Swanton, Ohio 43558, in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i). only one source reasonably available under restrictive rights and exclusive licensing agreements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This requirement is for TCMax software licenses, training, and associated support services, with four (4) sessions of a five (5)-business-day Electronic Inventory Control System indoctrination, initial setup, and on-site test and evaluation. Each session will accommodate up to 20 students and be led by two certified instructors. Services include:

• Tailored system configuration
• Baseline inventory population
• Functional testing
• A 10-day episodic on-site support period with guided troubleshooting, validation, and user assistance

Interested firms may submit information that indicates their ability to satisfy this requirement. Responses must be received at the Contracting Office no later than 12:00 PM EST, on 26 August 2025 via email.
