SPECIAL NOTICE/SOLE SOURCE
The Billings Area Indian Health Service (IHS) hereby provides notice of its intent to award a sole-source, firm-fixed-price contract to Nemont Telephone Cooperative for local and long-distance wired telecommunications services.
Nemont Telephone Cooperative currently has the required infrastructure in place and is the only known provider capable of furnishing telephone services within the applicable service area.
The anticipated period of performance is September 1, 2026, through August 31, 2027. Each option period, if exercised, will begin on September 1 and continue through August 31 of the following year.
This sole-source acquisition is being pursued under the authority of Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The determination is based on market research indicating that no other responsible source can meet the Government’s requirements.
Any response to this notice must provide clear and convincing evidence that conducting a competitive procurement would be advantageous to the Government, would not be cost- or time-prohibitive, and would not interfere with the agency’s mission objectives, including system standardization, data center standardization, and network security.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received in response to this notice will be considered only for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response.
This notice is not a request for quotations or proposals.
