NOTIFICATION OF THE SEC’S INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER FOR GLOBAL MARKET PRICING DATA SUBSCRIPTION

The U.S. Securities and Exchange Commission (SEC) intends to use the procedures of FAR Part 13.501(a) to award a fixed-price purchase order on a sole source basis to ICE Data Pricing & Reference Data, LLC for subscription to global market pricing data that shall cover a broad range of securities, including global equities, fixed income, and certain categories of futures and options.  The data subscription shall also cover global exchange rates and security master file information and shall include at least a ten-year history through current date, or the full period that a security has been in the marketplace, if shorter.  There are other sources that can provide the data for these securities; however, ICE Data Pricing & Reference Data, LLC is the only source identified that can meet all of the SEC’s requirements including historical data, and formatting and query requirements so that the data can easily be ingested by SEC systems and queried without significant additional setup required.   

The total estimated value of the contract is below the dollar threshold in FAR 13.5 for the Test Program for Certain Commercial Items.  The anticipated period of performance of the contract is a Base Period of 12 months and four Option Periods of 12 months each.  Additionally, the contract shall include FAR Clause 52.217-8 which allows the government to extend services for up to 6 months.  The SEC anticipates awarding a purchase order to ICE Data Pricing & Reference Data, LLC on or about June 15, 2020.
 

This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
