    I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to support construction of the National Reactor Innovation Center (NRIC) Reactor Supplemental Shielding (RSS) at the INL. II. PROCESS BEA is seeking qualified firms to compete for the construction contract in support of the NRIC RSS project. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. Interested firms are advised that RFP release is anticipated in January 2026 and the source selection/award decision is anticipated in February 2026. The contract award type will be firm-fixed price. All construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements (available at http://sitelaborcoordinator.com/ index.php/downloads/); both of these agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA. III. PROJECT DESCRIPTION The RSS will be constructed for the Demonstration of Microreactor Experiments (DOME) testbed at the Materials and Fuels Complex (MFC) at the INL. MFC is located approximately 33 miles west of Idaho Falls, Idaho. The RSS is a modular high-density concrete (235 pcf) structure that will provide radiation shielding from microreactor experiments inside of DOME. The RSS will be made of large precast concrete roof, wall, and shielding blocks weighing 50-70 tons each. The RSS will be installed in DOME on the Reactor Anchoring Platform (RAP). The RSS wall blocks will be bolted to the RAP and roof blocks will be bolted to the wall blocks. The shutdown and operational shielding blocks are to be stacked in front of the wall and roof blocks. The RSS project includes a means of transferring ~100 kW of heat from water tanks inside the RSS to large facility heat removal system. The tanks will connect an exterior expansion tank and heat exchanger & pump skid attached to the RSS. The Reactor Anchoring Platform and interior water tanks are NOT part of the scope of this EOI, but the expansion tank, skid, piping, and associated instrument and controls (I&C) equipment are included. The design of the RSS blocks, expansion tank, and general skid, piping, and I&C layout has already been completed. This scope of work comprises the fabrication of the all the RSS components, the final layout and field routing of the skid and piping, and the installation of the RSS system. Transportation of the RSS components to MFC and insertion into DOME are also include this work. The DOME 75-ton polar crane may be used for the RSS assembly and installation. See attachment for more detail. Work Summary • Reactor Supplemental Shielding (RSS) fabrication of: -precast block -expansion tank -heat exchanger & pump skid • RSS piping & I&C routing • RSS component preinstallation fit up • Transportation of all RSS components to MFC • Installation and commissioning inside of DOME IV. SUBMITTAL Interested firms are requested to provide expressions of interest to the undersigned by close-of business on December 23rd, 2025. Included must be sufficient written information confirming the responder’s qualifications that addresses each of the following criteria: • Experience with construction and hold all applicable welding certifications for piping installation Capability to meet applicable safety, regulatory and code compliance as listed. • Agreement to have a quality program that is consistent with the guidelines of ISO 9001-2015 and ANSI/ASQC C1-1996 General Requirements for a Quality Program • Be capable of meeting QA audit requirements to be added to the INL QSL. Note that responses must be no more than 20 pages in length. Only potentially qualified offerors, as determined by BEA, will receive the RFP for the project.
