NTAG EMPIRE STATE EZ-PASS/TOLL SERVICES

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR part 13, using Simplified Acquisition Procedures and FAR part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted on both the System for Award Management (SAM) website (https://sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/).

This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Publication Notice 20251001. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
The clauses may be accessed in full text at: https://www.acquisition.gov/. This solicitation is a request for quotations (RFQ) and is for commercial services. The RFQ number is N0018926QZ001 and is an attachment to this posting.

The NAICS code is 485999 and the Small Business Standard is $19M.

The Naval Supply System Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) service contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis with New York MTA Bridges and Tunnels (CAGE: 074S4), an other than small business. The sole source nature of this requirement is based on the determination that NY MTA is the only vendor that can provide EZ Pass/Toll services for use as required by this acquisition.
The requirement is being processed on behalf of the Navy Recruiting Command (NRC) Navy Talent Acquisition Group (NTAG) Empire State. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

Interested vendors may submit a response to this combined synopsis/solicitation posting and will be considered. However, a determination to not compete this requirement will be at the Government’s discretion. Reimbursement or payment for submission will not be provided.
