Amendment 0001 to Solicitation M2710025Q2025
The purpose of this amendment is to notify offerors of a change in the funding profile for this requirement.

1. The following clause is hereby incorporated into the solicitation:
-FAR 52.232-18, Availability of Funds (APR 1984)

-“Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.”

2. Funding Clarification:

-FY25 funds are currently available to cover the first month of the Norway requirement (24 September 2025 through 24 October 2025).

-The remainder of the Norway requirement (25 October 2025 through 9 January 2026), as well as the Finland requirement (14 October 2025 through 15 December 2025), is subject to availability of FY26 funds.

3. All other terms and conditions of the solicitation remain unchanged.


The United States Marine Corps intends to issue a Firm-Fixed-Price contract for Non-Tactical Vehicles (NTVs) rentals in support of Exercise Freezing Winds. The requirement is for host-nation compliant vehicles in Vaernes Garrison, Norway and Dragsvik Garrison, Finland during the following periods of performance:

• Vaernes Garrison, Norway: 24 September 2025 – 9 January 2026

• Dragsvik Garrison, Finland: 14 October 2025 – 15 December 2025

Vehicle Requirements:

• Vaernes Garrison, Norway:
  • 6 × 9-PAX Passenger Vans
  • 2 × 4x4 Mid-Size SUVs
  • 2 × 4x4 Pick-Up Trucks

• Dragsvik Garrison, Finland:
  • 6 × 9-PAX Passenger Vans
  • 3 × 4x4 Mid-Size SUVs
  • 2 × 4x4 Pick-Up Trucks

Additional Requirements:

• All vehicles must have valid Norwegian or Finnish license plates and comply with host-nation laws and regulations.

• Contractor shall provide full insurance coverage (liability, collision, theft, comprehensive) in accordance with host-nation laws.

• Vehicles shall include roadside assistance, snow tires/chains, and local maintenance support.

• Unlimited mileage is required.

• Vehicles must be delivered with full fuel tanks and replaced within 24 hours in the event of breakdown.

Notice to Offerors: This acquisition is conducted in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). This is an unrestricted solicitation open to vendors capable of providing services in Norway and Finland.

Submission Instructions: Full details, including Performance Work Statement (PWS), will be provided in the solicitation. Interested vendors must be registered and active in SAM.gov at the time of award.
