    1. Introduction

    This is a Sources Sought Notice for a potential HUBZone Set-Aside acquisition. The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region, is seeking sources for the replacement of camera systems at various Weather Forecast Office (WFO) locations. This notice is for informational and planning purposes only and does not constitute a solicitation. The Government will not pay for information provided in response to this notice.

    2. Background

    The current camera systems at NWS WFO Shreveport, LA, New Braunfels, TX, Corpus Christi, TX, and Brownsville, TX, are out of compliance with Section 889 of the National Defense Authorization Act (NDAA) and the Secure Equipment Act (SEA) due to the utilization of unauthorized Chinese manufactured cameras.

    3. Objective

    The objective of this project is to replace the non-compliant camera systems with new, compliant systems. The contractor shall be responsible for the replacement of camera systems, excluding CAT 5 or CAT 6 wiring. The government will retain and/or replace all head-end equipment (server, network switch, and Blue Iris software). The contractor shall install new camera mounts, cameras, Power over Ethernet (POE) devices, and Wi-Fi antennas as required by the specific location. All cameras shall be compatible with Blue Iris software and comply with TAA (Trade Agreements Act) requirements. The contractor shall have expertise in Blue Iris software and shall ensure the successful integration of all equipment, ensuring that the entire system is fully operational and meets the required performance standards.

    4. Scope

    The NWS expects a "turnkey" solution for this project. The contractor shall furnish all necessary labor, materials/supplies, equipment, services, camera software, and supervision necessary to accomplish all tasks necessary for the completion of the work set forth in the Statement of Work (SOW). NWS will supply a Windows 11 computer with Blue Iris software installed, a monitor, keyboard, network connections, and mouse.

    5. Submission Requirements

    Interested HUBZone small businesses are requested to submit a capabilities statement demonstrating their ability to meet the requirements outlined in this notice and the attached SOW. The capabilities statement should include:

    • Company name, address, DUNS number, CAGE code, and point of contact information.
    • Verification of HUBZone certification.
    • A brief description of relevant past performance (within the last 3-5 years) for projects of similar scope and complexity, including contract value, client, and a brief description of services provided.
    • Demonstrated expertise with Blue Iris software.
    • Confirmation of ability to comply with TAA requirements for all cameras.
    • Any other information deemed relevant to demonstrate the company's capability to perform the described work.

    Submissions should not exceed 5 pages and should be submitted electronically to Elliott Waxman - NOAA Federal by Aug 11, 2025.
