    The Regional Procurement Support Office, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Occupational accident insurance plan for Locally Employed Staff at the U.S. Mission Belgium The Regional Procurement Support Office in Frankfurt, Germany, intends to issue an RFP and award a Fixed Price with economic price adjustment type contract during the third quarter of calendar year 2025. The successful contractor shall provide competitive proposals for a new occupational accident insurance plan for Locally Employed Staff (LE Staff). This policy will cover different groups of staff members against accidents on the job and on the way to and from work. The insurance shall cover employees for medical expenses and continuation of pay up to the ceiling set by Belgian Law (adjusted annually) as required by the Belgian Law on Occupational Accidents of April 10, 1971, and its amendments. The contract’s period of performance is set to begin on January 1, 2026 and last 12 months, with four (4) additional option year periods. The Solicitation is planned to be issued in June 2025 and the solicitation package will be posted on www.sam.gov with solicitation number 19GE5025R0072. Firms shall be knowledgeable in written and spoken English. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Belgium: a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration. b. Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Belgium. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. Contract award can only be made to a contractor who is registered in the System for Award Management (SAM). Registration in the US System for Award Management (SAM) database is mandatory to be considered for award. (The FSD is a free technical support service desk for user assistance.) Solicitation and award will be subject to the laws and regulations of the United States of America.
