OMNICARE MAMMOGRAPHY TRACKING SUPPORT SOFTWARE

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Indian Health Service, Blackfeet Service Unit, Browning, MT, hereby submits a Notice of Intent to award a sole source, firm-fixed price contract for OmniCare Software to Insight Management Systems, Inc, UEI: J6UGWLA2EN18

Period of Performance is for a Base plus Two (2) Option Year Period as follows:

Base Period:    05/01/2026 – 04/30/2027

Option Year One (1): 05/01/2027 – 04/30/2028

Option Year Two (2): 05/01/2028 – 04/30/2029

The estimated total value is below the simplified acquisition threshold.

The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency requirements.  Implementing this software is mandatory for our new mammography program at Blackfeet Community Hospital to achieve ACR accreditation. Insight Management Healthcare Information Systems provides software, such as the OmniCare system, designed to help mammography clinics manage patient data and meet strict FDA Mammography Quality Standards Act (MQSA) regulations. They help clinics automate compliance, tracking, and reporting to ensure high-quality, standardized mammography services.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency. 

The determination not to compete this proposed action is solely within the discretion of the Government.  Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred for responding to this notice.
