    Description

    The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 8, is seeking information and sources that can provide On-site Cardiothoracic Surgery Physician Services to eligible beneficiaries of the VA Caribbean Healthcare System (hereinafter referred to VACHS), San Juan, Puerto Rico.  The Authority for the anticipated procurement is Title 38 U.S.C. 8153, Health Care Resources (HCR) Sharing Authority, FAR Part 12-Acquisiton of Commercial Items in conjunction with FAR Part 15 Contracting by Negotiation. NOTE:  This is a Request for Information (RFI) - Sources Sought seeking information and sources that can provide on-site Cardiothoracic Surgery Physician Services at VACHS San Juan, Puerto Rico.  It is not a Request for Proposal (RFP); therefore, Contractor proposal submission is not requested and will not be accepted.  The sole intent of the RFI Sources Sought is to assist the NCO-8 Contracting Officer in conducting Market Research that may provide information on the competive market for required services and any socio-economic business set-asides that may be applicable. Place of Performance:  Services shall be performed on-site at VA Caribbean Healthcare System (VACHS), 10 Casia Street, San Juan, Puerto Rico 00921. Period of Performance: The anticipated period of performance for the resultant contract will be from April 01, 2024 through March 30, 2025 for the base year and four (4), one (1) year option periods. Ultimate completion date if all options exercised:  March 30, 2029. Services:  The contractor shall provide Board Certified /Board Eligible Cardiothoracic Surgeon to deliver onsite Open-Heart Surgery-Cardiothoracic Surgery (all-inclusive fee per patient) services, which shall, but not be limited, to initial patient evaluation at inpatient, outpatient and Emergency Department (ED) settings and surgical procedures at Operating Room and post op care, including tasks related to Cardiothoracic Surgery Consult (operation not recommended), Permanent Pacemaker Implant (in emergency cases), Pacemaker Lead Extraction (back up), Pericardial Window and/or Pericardiectomy Procedures, back up for Interventional Cardiology (PCI) cases. All quantities are estimates only. Fixed price for cardiac surgical procedures and based on CPT codes after facility codification process for thoracic surgical procedures and patient evaluation at outpatient and inpatient settings for services provided at a VA facility, shall be based on Part B of Medicare (physician) rates. The Contractor shall propose a minimum of two (2) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. One (1) physician to be available for elective clinical procedures scheduled and patient evaluations at clinics on Mondays and Wednesdays from 7:00 am to 3:30pm and one (1) physician will be on call for emergency cases and back-up for Cath Lab procedures; as needed, surgeon will be called to be on-site as stand by for specific Cath Lab procedures. This physician must be available on-site within 1 hour of notification for back up and/or emergency cases. Qualifications: The contractor shall provide Board Certified/Board Eligible Cardiothoracic Surgeons necessary to perform on-site Cardiothoracic Surgery services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding the currently recognized national standards as established by American Associate for Thoracic Surgery (AATS)  http://www.aats.org/ . This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP).
