    NOTICE TYPE: Sources Sought / Market Research
    1. PURPOSE
    This Sources Sought Notice is issued for market research purposes only in accordance with FAR Part 10. This is not a solicitation, request for proposal, or request for quotation and does not constitute a commitment by the Government.
    The Phoenix Indian Medical Center (PIMC), Indian Health Service (IHS), is conducting market research to determine the availability and capability of Indian Small Business Economic Enterprises (ISBEEs) capable of providing on-site stereotactic breast biopsy services.
    The Government's primary interest is identifying qualified ISBEEs in support of the Buy Indian Act. However, Indian Economic Enterprises (IEEs), other small businesses, and large businesses are also encouraged to respond to assist the Government in determining overall marketplace capability and the most appropriate acquisition strategy.
    The Government intends to use the results of this notice to determine whether this requirement may be set aside under the Buy Indian Act or whether another acquisition strategy is appropriate.
    2. REQUIREMENT OVERVIEW
    The Government is evaluating acquisition strategies for this requirement. The Government is currently considering establishing a Blanket Purchase Agreement (BPA) with an anticipated ordering period of up to five (5) years; however, the Government may pursue another contract vehicle, such as a firm-fixed-price contract with a base period and option years. Information received in response to this Sources Sought Notice will assist the Government in determining the most appropriate acquisition strategy.
    This requirement is for a non-personal services contract.
    This requirement is not for:

    Temporary staffing or personnel augmentation

    Locum tenens services

    Individual radiologic technologists or medical assistants

    Personal services contracts
    The contractor shall provide a complete, contractor-managed stereotactic breast biopsy service, including all required equipment, maintenance, supplies, and qualified personnel necessary to support Government physicians during biopsy procedures. Contractor personnel shall perform under the contractor's supervision and shall not be subject to the supervision and control normally associated with Government employees.
    The contractor shall provide all management, supervision, labor, equipment, maintenance, supplies, and qualified personnel necessary to furnish on-site stereotactic breast biopsy services at the Phoenix Indian Medical Center, Phoenix, Arizona.
    The contractor shall furnish a dedicated prone stereotactic breast biopsy system, qualified technical personnel to assist Government physicians during biopsy procedures, equipment maintenance, preventative maintenance, annual physicist inspections, disposable biopsy supplies, and all other services necessary to support the requirement.
    The anticipated workload is approximately:

    Twenty-four (24) on-site clinic visits annually

    Approximately 150 stereotactic breast biopsy procedures annually
    3. RESPONSE EXPECTATIONS
    The Government is seeking meaningful market research responses that specifically address this requirement.
    Generic capability statements, marketing brochures, or boilerplate corporate literature that do not specifically address the requested information are discouraged and may not be considered useful for market research purposes.
    Responses should clearly demonstrate the respondent's experience performing comparable work and explain how the company would satisfy the technical, staffing, equipment, maintenance, and operational requirements of this requirement.
    The quality and relevance of responses received may be used to assess marketplace capability and support acquisition planning.
    4. TECHNICAL CAPABILITY INFORMATION REQUESTED
    Interested firms should address, at a minimum, the following:

    Describe your company's experience providing on-site stereotactic breast biopsy services within the past five years.

    6. BUY INDIAN ACT NOTICE
    The Indian Health Service gives priority to Indian Small Business Economic Enterprises (ISBEEs) consistent with the Buy Indian Act, 25 U.S.C. § 47, and the HHSAR.
    This Sources Sought Notice is being issued, in part, to determine whether sufficient qualified ISBEEs exist to support a Buy Indian set-aside.
    Respondents claiming ISBEE or IEE status should identify:

    Ownership structure

    Management and control

    Percentage of work to be performed by the prime contractor

    Any anticipated subcontractors and the work they will perform
