NOTICE OF INTENT TO SOLE SOURCE

This is NOT a request for quotes or proposals. 

The Department of Energy (DOE), Office of Science (SC), Consolidated Service Center, Office of Acquisition and Business Services, 200 Administration Road, Oak Ridge, Tennessee 37831, intends to award a Sole Source Purchase Order to Newswise, Inc. for the Office of Communications and Public Affairs.

Period of Performance: One-year base and four, one-year options 

The Newswise platform uploads and aggregates research stories for use by science writers/science journalist in the form of a news feed. The office of science requires a distribution service that targets the scientific community and specifically DOE SC . Newswise has also built out a portal that captures DOE SC scientific news from both labs and university partners, providing timely current digests of scientific news relevant to the scientific community , and specifically DOE SC. Newswise also provides the most comprehensive service for providing scientific news and therefore is the most capable of meeting the government’s requirement. No other known vendor offers the capability to aggregate and curate a wire feed of science content from the DOE National laboratories or university research funded by DOE or provided DOE the capability to monitor and guide selection of the content stream.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.  Respondents should submit a capabilities statement demonstrating their ability to provide services as described above.

The determination not to compete this proposed contract action is solely within the discretion of the Government.  Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred by responding to this notice.  This is NOT a request for quotes or proposals.
