    THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY.  This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(ii) which requires conducting market research before soliciting offers for acquisitions with an estimated value in excess of the simplified acquisition threshold.  The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to fulfill the Draughon Range Service requirement.  No contract awards will be made from this notice and no solicitation is available on the System for Award Management (SAM) or any other bulletin board, posting room, or clearinghouse at this time.  In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary.  All costs associated with responding to this RFI will be solely at the interested party’s expense.  The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFI.  Respondents will not be notified of other responses to this notice.  As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.  All RFI responses will be used in whole or in part for determining the most effective acquisition strategy for future Draughon Range acquisition.  Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. 1.    BACKGROUND.  The Government is in the process of acquisition planning for the renewal of existing service contract for Operation and Maintenance (O&M) of Draughon Bombing and Electronic Attack Range, Misawa Air Base, Japan.  The anticipated contract period is one-month base period (phase-in/transition from 1 - 30 Sep 25) plus five (5) one-year option periods (1 Oct 25 - 30 Sep 30). 2.    PURPOSE OF SOURCES SOUGHT.  The Government is seeking industry input from all sources to develop acquisition plan and to determine the industry capability to fulfill our O&M service of Draughon Range. 3.    SCOPE OF SERVICE. 3.1.    The Mission of the Draughon Bombing and Electronic Attack Range is to provide highly realistic training for service, joint, and coalition combat aircrews.  Draughon Range is a laser certified Class A range located approximately 12 nautical miles north of Misawa Air Base, Japan and its land area is approx. 1,892 acres, which has been jointly used by the Japan Air Self-Defense Force (JASDF) in accordance with Memorandum of Understanding International (MOUI). 3.2.    The contractor is required to perform Range Control Officer (RCO) roles (13-hour range flying window, 5 consecutive days per week) and Electronic Warfare responsibilities at the range operations center and the Misawa operations center for controlling aircrafts and operating ground scoring, Electronic Warfare equipment, in accordance with Air Force Manual (AFMAN) 13-212, 35 Fighter Wing Instruction (FWI) 13-203 and other applicable agency regulations.  The contractor responsibilities include, but are not limited to, Draughon Range support consisting of planning, scheduling, performance, analysis, feedback on combat trainings sorties, target support and maintenance support for the scheduled Government Furnished Property (GFP), and all sustainment works other than repair and maintenance of the real property.  The contractor personnel shall possess a SECRET security clearance in order to process and conduct mission debriefings, as well as operate in an environment cleared up to SECRET. 4.    RESPONSE INSTRUCTIONS. 4.1.    Capability Package.  All interested firms are requested to provide the capability package consists of the following information: a.    Company information (Name, Physical/Mailing Address, Unique Entity ID, Cage, Phone No.) b.    Company point of contact (Name of Primary/Alternate POCs, Title, E-mail, Phone No.) c.    Description of principle business activity d.    NAICS code(s) e.    Business size and status f.    Experience, resources, and capabilities to provide the required service g.    Ability to meet the stated requirements h.    Present/past performance information for similar service with the U.S. Government i.    Industry standards and technology trends for the required service j.    Any inputs 4.2.    Response Date/Time.  Submit your response in electronic format to the each of the POCs below no later than 23 Oct 24, 4:30 PM (JST) (23 Oct 24, 3:30 AM (EST)): Primary POC:  Mr. Kazuo Miura/Contract Specialist, E-mail:  kazuo.miura.jp@us.af.mil Secondary POC:  Ms Miyako Fujimoto/Contracting Officer, E-mail:  miyako.fujimoto.jp@us.af.mil 4.3.    Page limitation and Required Format.  Limit the length of the document no more than ten (10) pages.
