    Pre-Solicitation Synopsis

    This is a notice of proposed contract action (synopsis) in accordance with FAR Subpart 5.2. This pre-solicitation notice does not constitute a Request for Proposal, Request for Quote, or Invitation for Bid. The Government reserves the right to cancel this acquisition at any time.

    The Naval Research Laboratory (NRL) intends to issue a solicitation for the requirement titled “Optoelectronics, Power Electronics, and Radiation Effects Research” within the Electronic Sciences and Technology Division (ESTD). The requirement shall provide specialized research and development (R&D) scientific and engineering support for advanced semiconductor materials, devices, and circuits for use in a wide array of applications to increase readiness, reduce maintenance costs, and mitigate risks through the increased capability and reliability of military missions for both terrestrial and space applications.

    NRL anticipates issuing a Cost- and Cost-Plus Fixed Fee (CPFF) contract, with a base Period of Performance (PoP) of twelve months from the date of contract award, plus four (4) twelve-month option periods utilizing FAR Part 15. Contract award will be made based on best value to the Government through the tradeoff source selection process.

    The proposed contract is planned to be competed utilizing full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 541715 and the Product Service Code is AJ11.

    To be eligible for award, Offerors must have an active registration in the SAM database. Offerors may obtain registration information at https://www.sam.gov.

    A solicitation has not been issued. It is anticipated that the solicitation will be made available via SAM (https://www.sam.gov) on or about 15 August 2026. Paper copies of the solicitation will not be issued. Once issued, the solicitation may be accessed electronically only via the SAM website. Offerors are responsible for routinely checking the SAM website for solicitation amendments that may be issued. Email is the only form of communication that will be accepted. Please do not call.

    Location: The primary place of performance is the Naval Research Laboratory, Washington D.C. 20375.
