    Description

    P1241 Communication Towers, Marine Corps Base Twentynine Palms Ranges. MILCON project P1241 constructs new communication towers and restores and modernizes existing communication towers on remote mountaintops or hilltops accessible only by helicopter and lacking any underground utilities such as electricity, water and sewer. It provides the installation’s remote mountain range training area with: 1) the design and construction of four (4) new communication towers coordinated with Naval Sea Systems Command (NAVSEA); 2) the design and construction of the renovation or repairs of seven (7) existing communication towers; 3) the installation of NAVSEA-provided intermodal (ISO) freight container (CONEX) serving as communication equipment shelters; 4) the installation of supporting facilities for each tower; and 5) relocation and/or installation of communication components on the new and existing towers. Special construction challenges include complex construction sequencing and phasing subject to: 1) availability of heavy lift helicopters during the construction period; 2) mandatory work stoppage during fire season months and high wind conditions; 3) intentional work stoppage coordinated with and subject to changes of range training activities; and 4) continuous operation of training and area coverage by the interlinked existing communications systems for the range training area. Construction requires coordination with Government system engineers and system integrators during the equipment installation to ensure the uninterrupted communications coverage. Communication tower design and construction schedule shall be coordinated with NAVSEA’s deployment and migration of the network system. Range area Operation and Maintenance Support Information is included in this project. Site preparation includes demolition, site clearing, grading, earthwork and contaminated soil disposal without the availability of underground utilities such as electricity, water or sewer.
