The 22d Contracting Squadron (22 CONS) at McConnell Air Force Base is publishing this SOURCES SOUGHT seeking qualified moving and storage companies to support the packing, shipment, drayage, and storage of personal property for DoD personnel.
Contractors under this contract will be required to furnish all personnel, equipment, facilities, and materials (except specified government-owned containers) to perform services including preparation of personal property (including servicing appliances) of DoD personnel for shipment, containerization, and de-containerization. This work will be performed within two designated areas in Kansas: Area 1 (Butler, Harvey, Sedgwick, Sumner counties) and Area 2 (Allen, Barber, Barton, Bourbon, Chase, Chautauqua, Cherokee, Clark, Comanche, Cowley, Crawford, Edwards, Elk, Ford, Greenwood, Harper, Hodgeman, Kingman, Kiowa, Labette, Marion, McPherson, Montgomery, Neosho, Ness, Pawnee, Pratt, Reno, Rice, Rush, Stafford, Wilson, and Woodson counties).
No solicitation is being issued at this time. This is not a Request for Proposal (RFP), or Invitation for Bid (IFB), and shall not be construed as a commitment by the government to issue a solicitation or ultimately award a contract.
22 CONS is seeking capabilities from businesses classified as Small, 8(a), Women Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or Historically Underutilized Business Zone (HUBZone) for the purposes of determining the appropriate level of competition. Depending upon the response to this notice and other market research, 22 CONS may limit the competition to a specific category of small business with the exclusion of all other potential business concerns. If adequate responses are not received from the previously mentioned concerns, the acquisition may be solicited on an unrestricted basis. Additionally, the Government may consider additional subsets of work for specific small business category set asides if the data provided indicates there would be enough competition for those specific set asides.
This Indefinite Delivery/Indefinite Quantity (IDIQ), or Blanket Purchase Agreement (BPA) will have a 12-month base period and up to four (4) option years. The estimated contract period including all options is 1 June 2026 through 31 May 2031. The NAICS code for this requirement is 488991, Packing & Crating Services. The Small Business Size Standard is $34 million dollars.

To receive award from any resultant solicitation, should one be issued, the successful offeror must be registered in the System for Award Management (SAM). The SAM website is https://sam.gov. The successful offeror must also have active certifications within the SAM system.
