The intent is to preserve where it can be preserved and replace where necessary to provide a parking area that does not retain water, drains properly, and is appropriately sloped. While at the same time having a finished parking lot that will not deteriorate prematurely due to subgrade preservation. Preserve it to the extent it makes sense to do so. There is no specific requirement to replace it all.
Additionally, fog seal is not required.
