NOTICE OF INTENT – Johnson Controls, Incorporated (JCI) METASYS Energy Management and Control Systems
The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification in new Operation & Maintenance with incidental Repair and Minor Construction projects at Naval Hospital Camp Pendleton, California in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Johnson Controls, Incorporated (JCI) METASYS Energy Management and Control Systems. During Fiscal Year 2025 through 2026, the U.S. Army Corps of Engineers, Mobile District, anticipates more than one Firm-Fixed-Price, Operation & Maintenance with incidental Repair and Minor Construction contract utilizing Operations and Maintenance funding. Therefore, this Notice of Intent is applicable within the Naval Hospital Camp Pendleton, California area.
The Johnson Controls, Inc. (JCI) METASYS EMCS for this project is a network of microprocessor-based programmable controllers with varying levels of intelligence and networking capabilities. This "typical" EMCS has three components: Local control module: directly wired to sensors and actuators (e.g., equipment to control space conditioning, such as pumps and fans); command control module: makes control decisions; and personal computer interface: simplifies operator control of the system through a user-friendly interface. JCI has provided maintenance and upgrades to its METASYS software since the system was installed. The EMCS is critical to the mission and sustainment of Naval Hospital Camp Pendleton, California. JCI alone possesses the proprietary data necessary to upgrade and maintain its METASYS software and doesn't make subject data available to other manufacturers or service providers. Application of JCI METASYS EMCS’s is essential to meeting the Government's requirements, thereby precluding consideration of another product.
This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Notice of Intent (NOI) request is to obtain sources for the JCI equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the JCI ETASYS EMCS Brand Name for use in the anticipated solicitations. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements.
The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 3 June 2025. No other forms of transmission are requested or will be accepted.
