    Description

    The Army Contracting Command, 413thContract Support Bridge (CSB), Regional Contracting Office (RCO) Hawaii has a requirement to provide the necessary transportation and equipment to pick-up, test, and dispose/recycle of non-hazardous petroleum, oil, and lubricant (POL) products on the Island of Oahu, Hawaii. Tasks to be performed include testing to determine appropriate handling, secondary containment and management of onsite storage of hazardous materials, removal of non-hazardous materials from various locations, and environmentally responsible disposal or recycling.

    Background: This is a follow-on procurement for contract number W912CN-21-D-0013 awarded to Unitek Solvents, LLC. The current contract will end on Nov 13, 2025. POL pickup and disposal/recycling is a routine requirement to support Army motor vehicle maintenance and repair. Storage space inside maintenance facilities is limited, so routine and reliable POL pickup is paramount to continued operations.

    Contract Set aside: This action will be set aside 100% to a small business concern.

    Contract Type and Period of Performance:

    The Government intends to award a Firm Fixed Price (FFP) Requirement contract. The Period of Performance for the base year is 14 November 2025 to 13 November 2026 with four (4) one-year options.

    RCO- Hawaii will be issuing a Request for Quote (RFQ) for the necessary transportation and equipment to pick-up, testing, and the disposal/recycling of non-hazardous petroleum, oil, and lubricant (POL) products on the Island of Oahu, Hawaii.

    Please note that this notice does NOT constitute the Request for quote (RFQ). The RFQ will be posted on or about 12 September 2025 or earlier. The RFQ and any/all amendments will be posted and available for viewing and downloading on the System for Award Management (SAM.gov). Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received.

    No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.

    All prospective vendors must have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM) at www.sam.gov. The NAICS code for this requirement is 562219 – Other Housekeeping Services. The small business size standard is $47 million.
