This is a COMBINED SYNOPSIS/SOLICITATION for commercial items, prepared in accordance with the information in FAR Part 12. This announcement constitutes the only solicitation; a written solicitation will not be issued. The proposed simplified acquisition is being solicited on a sole source basis.

PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov (https://www.sam.gov/).

The RFQ number is N0018926QL211. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 13 March 2026) and DFARS Publication Notice 20251110 (effective 10 November 2025).

The NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors). The  Product Service Code is L059 (Technical Representative-Electrical And Electronic Equipment Components). The purpose of the proposed contract requirement is to procure a digital phone system basic package including installation and programming services in accordance with (IAW) the Statement of Work (SOW) to support shipboard operations onboard a U.S. Navy submarine..

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, a Firm-Fixed-Price purchase order for the procurement of this phone system and services. As a result, this requirement will be set aside for small business concerns.

This announcement will close at 01:00 PM EST on Monday, 29 June 2026. All questions must be submitted no later than Thursday, 25 June 2026 at 2:00 PM EST, as time may not permit responses to questions received after that date. The government may not respond to all questions submitted.

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://www.sam.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables within the required delivery.  Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
