    SOURCES SOUGHT

    PURPOSE:

    The Albuquerque Area Indian Health Service (AAIHS), Santa Fe Indian Health Center (SFIHC) and Satellite Clinics (specified below) has a requirement for One (1) Physical Therapist and One (1) Therapist Assistant, Santa Fe, NM 87505.

    STATEMENT OF WORK:

    Physical Therapist

    Duties and responsibilities include (but are not limited to):

    1. Function as a staff physical therapist in a predominantly outpatient orthopedic setting with intermittent inpatient services.
    2. Work as the sole physical therapist with the help of a PT Tech on Mondays through Friday.
    3. Co-sign PT Tech documentation as needed and supervise PT Tech patient care as needed.4.
    4. As necessary, consults with the prescribing physician and aid the physician in the selection of appropriate DME, orthotics/braces, outside referrals involving patient care.
    5. Use PCC paper documentation & electronic health record for patient care related documentation as needed.
    6. Use computer profiles, programs, documents, and records to answer questions from patients regarding their physical therapy.
    7. Responsible for behaving and dressing in a professional manner as per the hospital code of ethics and dress code.
    8. Assist with organizing and cleaning the physical therapy clinic each work shift.
    9. Perform physical therapy evaluations and carry out physical therapy treatments and patient care as advised in the American Physical Therapy Hand book (latest edition).
    10. Provide education and training for patients and their family and care givers and friends as needed.
    11. Perform other duties as assigned.
    12. Perform the services, within accepted professional standards, and meet the requirements of the IHS, SFIHC Indian Hospital Physical Therapy Policies and Procedures, (copy available upon request) and of accreditation standards of the SFIHC.
    13. Proficient in speaking and writing the English language.
    14. Wear visible identification, provided by the IHS, at all times while on the premises of the IHS facility. Contractor’s employees are required to return this identification, provided by the IHS, upon completion of services or the Project Officer’s request.
    15. Patients receiving services under this agreement may only speak a native language and/or reside on a Native American Reservation. The Contractor’s employee shall be sensitive to the unique cultural factors of the people they treat, which may include use of an interpreter as necessary in communication of services being rendered. Unique cultural factors that may contribute to the patient’s treatment include: use of their language communications; village and tribal customs; use of traditional healers; isolation; housing conditions and lack of resources.

    Physical Therapy Assistant

    1. Assists in administering physical therapy treatments, evaluations and tests or portions thereof, as planned by a supervising registered physical therapist, for individuals; assists in taking the pulse, temperature, weights, and measurements of individuals; observes individuals undergoing treatment and reports physical condition, response to treatment, and progress of individuals to Medical Staff and Supervisors, as well as unusual occurrences.
    2. Assists in the administration of active, passive, and resistive therapeutic exercises and local or general massage, muscle training and corrective exercises, and coordination work; trains individuals in exercises, ambulation, and activities of daily living.
    3. Participates in team discussions and training sessions; attends clinics and may record individual and treatment data in clinical notes and records and assists with reports; maintains the treatment room and equipment in sanitary condition; may participate in clerical and reception activities of the physical therapy unit.
    4. The Physical Therapy Assistant functions under the clinical supervision of a registered physical therapist.
    5. KNOWLEDGE OF:
    • Human anatomy and physiology; pathophysiological conditions resulting from injury and disease; concepts and scope of physical therapy and its relationships to other health care professions; professional ethics and conduct.

    6. ABILITY TO:

    • Establish effective therapeutic relationships with mentally disabled persons; utilize recognized methods in applying physical therapy modalities and techniques; follow directions and work under close supervision; observe and record responses to treatment and keep accurate records.

    • Locate eligible and qualified Small Business Indian Firms to support IHS procurement needs under NAICS code: 621340 – Offices of Physical, Occupational and Speech Therapists, and Audiologists.
    • Utilize the information received with future acquisition planning efforts and potential Buy Indian set aside. 

    HOW TO RESPOND:

    This is a sources sought notice under the authority of the Buy Indian Act. The Indian Health Service (IHS) is attempting to locate qualified and eligible Small Business Indian Firms, “Native American Indian Owned and Operated businesses,” that can provide services/supplies to the Indian Health Service.  This is a request for information only, this is not a solicitation.  Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.  Any information submitted by respondents to this notice is strictly voluntary with no obligation or incurred cost by the government.
