The Indian Health Service - Nashville Area plans to procure on a sole source basis, services necessary to implement an electronic healthcare Policy Management System for the various health facilities in the Nashville Area Indian Health Service to align policy management processes, to provide the capability to increase standardization of policies, where appropriate, across facilities within the Nashville Area, and to support facility compliance with regulatory and accreditation requirements. The services will be provided under the Statutory Authority as implemented by Public Law 103-332; 10 USC.2304 and 41 USC.253, FAR 37 Service Contracting and (for Medical Positions FAR Part 37.4 Non-personal Health Care Services); HHSAR Part 337. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed IAW FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1) The Contractor shall provide all labor, material and equipment necessary to perform these services. The intent is to complete a sole source award directly to Datix (USA), Inc, This Sole Source will allow IHS to provide Service Unit access to direct resources. All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than stated above. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
