    1. General Information

    2. Introduction & Purpose This is a Sources Sought Notice for market research purposes only in accordance with RFO Part 5. This is not a solicitation for quotes or proposals. The Government is seeking to identify capable commercial vendors—particularly small business categories—capable of providing potable water deliveries to support the National Weather Service (NWS) Weather Forecast Office (WFO) in Gray, Maine. 

    3. Scope of Work Summary The contractor shall provide all labor, equipment, and materials necessary to purchase potable water and deliver it to the NWS WFO located at 1 Weather Lane, Gray, ME 04039.

    • Critical Operation: The National Weather Service Office is a 24-hour operation and must have potable water for the safety of its employees.
    • Tank Details: Deliveries will fill a 10,000-gallon underground water tank located between the main building and the parking lot. The tank connection requires a 3” cam lock male adaptor for the hose connection.
    • Water Quality: All delivered water must meet the State of Maine standards for safe drinking water. The government reserves the right to sample and laboratory-test water prior to tank filling.
    • Delivery Schedule: Deliveries are on an as-needed basis, estimated at approximately every 100 days. The vendor must make the delivery within seven (7) calendar days of being notified by the facility. Deliveries will not exceed five (5) per period of performance.

    4. Contract Structure The firm-fixed-price contract will feature a one (1) year base period with four (4) subsequent one-year option periods.

    • Base Period of Performance: 9/30/2026 through 9/29/2027
    • Option Period 1: 9/30/2027 through 8/31/2028
    • Option Period 2: 9/30/2028 through 8/31/2029
    • Option Period 3: 9/30/2029 through 8/31/2030
    • Option Period 4: 9/30/2030 through 8/31/2031

    Note: Invoices will be submitted via IPP.gov following each delivery and will be billed for actual deliveries made.

    5. Capability Statement Submission Requirements

    Interested vendors should submit a capability statement (not exceeding 3 pages) demonstrating their ability to fulfill this requirement. Please include:

    1. Company Profile: Company Name, Address, Point of Contact, and Unique Entity ID (UEI).
    2. Business Size/Socioeconomic Status: Confirm business size under the suggested NAICS codes (e.g., Small Business, SDVOSB, HUBZone, WOSB).
    3. Technical Fitness: Brief confirmation that your delivery vehicles/equipment can interface with a 3” cam lock male adaptor and can source Maine-certified potable water and meet the delivery schedule.
    4. Past Experience: Provide up to three (3) examples of similar services performed within the past five (5) years that match the size, scope, and complexity of this requirement. Include a brief statement detailing your firm's understanding of the SOW's requirements.
